The EU's 28 member states, on 2 December, backed the European Commission's proposal to impose definitive anti-dumping and anti-subsidy measures on imports of solar panels from China. But more importantly, the Council endorsed an agreement struck by Trade Commissioner Karel De Gucht in July that sets a minimum import price and quotas on imports of Chinese solar panels. The undertaking "has been extended to the anti-subsidy proceeding," the Com-mission said. According to the agreement, those Chinese companies participating in the price undertaking are exempt from paying an average 47.6% definitive antidumping duty and an anti-subsidy tax of between 3.5% and 11.5%. The measures took effect on 6 December and will apply for two years instead of the normal five-year period.
