The Council of the International Civil Aviation Organisation (ICAO), which met in Montreal, Canada, on 4 September, has taken the first step towards reaching an international agreement on reducing air sector emissions. The ICAO has indeed adopted a text that lays down that the EU will soften its CO_2 taxing system in exchange for a commitment from the other parties to put in place a similar system.
