CO_2 target: Eurochambres opposes unilateral EU action

Eurochambres, the Association of European Chambers of Commerce and Industry that represents 93% of small and medium-sized businesses in Europe, believes that the EU cannot be the only world economy setting CO_2 emissions targets and that any new target should reflect whether or not an international climate agreement is reached in 2015. If the EU goes it alone, it risks a "skyrocketing of EU energy prices" and a further transfer of carbon emissions to third countries via carbon leakage.
