Control problems involving the interaction of free planar bodies with discrete vortices arise in the study of aquatic locomotion in at least two ways. On a larger scale, vorticity shed from the moving surfaces of animals or manmade vehicles may roll up to form coherent structures which can be approximated in cross section by singular vortices. Images of such structures abound in the literature; a memorable photograph of the inverse Kaarman vortex street trailing an oscillating plate appears in [9].
