Benchmarks in Emissions Trading - A Method and its Outcomes

Emission allowances for the 2013 to 2020 trading period will be allocated free of charge for the product heat - at least for a proportion of heat generating installations. Allowances will be allocated based on product specific emission benchmarks. The authors present a method for the determination of product-specific emission benchmarks in the energy sector, such as heat, electricity and mechanical work.
