China's water warriors: citizen action and policy change

Chinese dams have reduced flooding and produced renewable energy, but they have also displaced millions of residents and submerged historical and cultural sites. In reaction to such concerns, concerned citizens and activist groups have attempted to prevent the construction of a variety of new dam projects. Why do some of these campaigns succeed while others fail? According to Andrew C. Mertha, the success of demonstrators in stopping dam projects in China depends both on policy entrepreneurship (involvement by disgruntled officials, nongovernmental organisations (NGOs) and the media) and on issue framing.
