Emergency Communications Plan Emphasizes People

Acknowledging the difficulty and expense of keeping pace with rapidly evolving communications technologies, the Department of Homeland Security (DHS) is emphasizing "the human element and cross-jurisdictional cooperation" in its first strategic plan to improve emergency response communications at all levels of government. Mandated by Congress in the Homeland Security Act of 2002, the Na-tional Emergency Communication Plan (NECP) is intended to help remedy communications deficiencies that affect the ability of responders to manage routine incidents and support responses to natural disasters, acts of terrorism, and other incidents.
