Carbon capture and sequestration (CCS) is so far ahead of other tech-nologies in its potential to reduce emissions of carbon dioxide (CO_2) from coal-fired power plants that other technologies involving im-proved plant efficiencies may seem second class. But large-scale com-mercial deployment of CCS is en-cumbered by intimidating technical, legal, economic, and administrative issues and has been, at best, a slow-moving process. This leads industry analysts to ask if the focus of CO_2 management-and the majority of federal funding-should shift to im-proving plant efficiency.
