BP Products North America has agreed to pay $50.6 million to U.S. OSHA for allegedly failing to meet critical commit-ments made in a 2005 agreement covering the company's Texas City refinery, the third largest in the country.rnOSHA's 2005 allegations against BP Products followed an explosion at the plant, which killed 15 workers and injured 170 others. At that time, OSHA issued a then-record $21-million penalty. As part of the settlement, the company agreed to identify and correct deficiencies.rnIn a follow-up investigation in 2009, OSHA asserts that al-though the company made many changes related to safety, it failed to live up to several extremely important terms of that agreement. As a result, OSHA cited BP for "failure to abate" violations listed in the current settlement.
