Judge limits reach of WOTUS injunction

After he issued a preliminary injunction blocking implementation of the EPA/Army Corps of Engineers' Clean Water Rule: Definition of Waters of the United States (WOTUS) in 13 mainly western states, Judge Ralph R. Erickson clarified that he would not compel the agencies to abide by the injunction in any other state.
