EPA amended the NESHAP general provisions to implement the plain language reading of the "major source" and "area source" definitions under CAA §112 and provide that a major source can be reclassified to area source status at any time upon reducing its potential to emit hazardous air pollutants to below the major source thresholds. 85 FR 73854 (11/19/20). EPA revised its major new source review (NSR) applicability regulations to clarify when the requirement to obtain a major NSR permit applies to a source proposing to undertake a physical change or change in the method of operation under the major NSR preconstruction permitting programs. 85 FR 74890 (11/24/20).
