H.R. 266 (Paycheck Protection Program and Health Care Enhancement Act), introduced by Rep. Betty McCol-lum (D-Minn.) on January 8, 2019, was passed by the Senate on April 21, 2020, and the House on April 23, 2020. The bill would provide additional funding for small business loans, health care providers, and COVID-19 testing in response to the COVID-19 pandemic. 166 Cong. Rec. S2183-86 (daily ed. The bill would require the Administrator of EPA to promulgate regulations establishing greenhouse gas emission standards for aircraft.
