Integrating Climate Change Resilience Into HUD's Disaster Recovery Program

This Comment identifies a tension between the requirement that all projects funded by CDBG-DR tie back to the most recent disaster and the logic of climate change resilience. That logic holds not only that one should always build or rebuild with an eye to the next disaster, but also that predicting the next disaster requires considering both past events and climate change-driven changes to the pattern of those events. It is, in short, decidedly future-oriented. The Comment also points out that the statutes under which HUD carries out its CDBG-DR program provide ample support for integrating resilience more fully into disaster recovery efforts.
