Text and commentary on EU Council policy towards Copenhagen climate negotiations

摘要

More state and private delegates than ever will be gathered at the 15th Conference of Parties, in Copenhagen (7-18 December 2009) in the hope of agreeing on mutually beneficial measures to address the human-induced climate change. Despite on-going debate about the science of climate change, every participant will grasp fully the gravity of the occasion, and will share in the general goal of improving the existing legal framework as set out in the UN Framework Climate Change Convention 1992 and the Protocol to it agreed at Kyoto in 1998 (Kyoto Protocol).
