The European Commission has been developing its position on the post 2012 global climate regime since 2005, and its latest thinking was published in the Communication 'Analysis of options to move beyond 20% greenhouse gas emission reductions and assessing the risk of carbon leakage'.1 This first major initiative since the appointment of Connie Hedegaard as Commissioner for Climate Action has proved controversial and raises questions on how robust the EU position will be in future international negotiations. The chronology of events also demonstrates how political actions respond to changing circumstances, the dangers in reacting to early 'unofficial' documents and the reliability that may be placed on the statements of junior officials.
