In Conserving the Common Wealth, Margaret T. Peters covers the history of environmental legislation in Virginia from 1964 to the present. Little has been written about this subject, thus Peters's book fills an important niche. The book asserts that three Virginia governors-Albertis Harrison, Mills Godwin, and Linwood Holton-"articulated the importance of environment issues in practical ways, leading a willing populace onto the 'right course'" .
