摘要

The Stern Review has become something of a milestone in the economics of climate change. One reason for this is political: though it is just one in a fairly long line of economic analyses of climate-change policy, it was one of the first to be conducted at the 'heart' of government, published under the joint auspices of the Prime Minister's office and of the economics and finance ministry of a G8 nation. Another is substantive: the Review recommended immediate and strong reductions in greenhouse gas emissions, more ambitious than most previous analyses had suggested. Thus it also became the subject of some considerable controversy within the community of environmental and resource economists.
