Forest Carbon Offsets: Challenges in Measuring, Monitoring, and Verifying

Forest carbon is recognized as an important component in the carbon emissions and global warming equation. The Intergovernmental Panel on Climate Change estimated in 2007 that about 17 percent of greenhouse gas (GHG) emissions, the largest of which is carbon, are from changes in land use, primarily deforestation. Managing forests and their carbon is considered by the IPCC and others as a low-cost method of controlling GHG emissions.
