Under a revised plan for EU emissions trading, the British government has proposed tougher emission reduction targets for firms while at the same time allowing them to emit almost 20 million tonnes more greenhouse gases than under previous plans. It would mean that UK-based power plants and other factories would be free to emit just under 3% (or 19.8 million tonnes) more carbon dioxide (CO_2) than would have been allowed under the previous draft national allocation plan from last April. The new plans, from late last month, rest on the Tony Blair government's own revised estimates for the amount of CO_2 that would have been emitted over the next three years without the changes imposed by emissions trading.
