New EU states' emission plans would 'distort competition'

The plans for greenhouse gas emission trading from many of the EU's 10 most recent member states will cause distortion in competition - including putting firms in the 15 'old' member states at a disadvantage - if accepted as they are, environmentalists say in a new report.
