The plans for greenhouse gas emission trading from many of the EU's 10 most recent member states will cause distortion in competition - including putting firms in the 15 'old' member states at a disadvantage - if accepted as they are, environmentalists say in a new report. Climate Action Network Central and Eastern Europe (CANCEE), whose report has been sponsored by the German environment ministry, says that "a majority" of those national allocation plans (NAPs) "will not have a positive environmental impact." "The new member states are clearly over allocating, misusing the NAPs to give domestic outdated industry hidden subsidies," says the Independent NGO Analysis of National Allocation Plans of Selected New Member States.
