The European Commission will move swiftly to clamp down on any failures to design stringent plans to curb greenhouse gases under the EU's emissions trading system, an official told reporters earlier this month. But Jos Delbeke from the Commission's Environment directorate general would not rule out the possibility that some member states could cave in to pressure to hand out too many carbon dioxide allowances to make the scheme effective.
