German Environment Ministry Releases Emissions Trading Draft

German industry will have to reduce its carbon dioxide (CO_2) emissions by 1.5% annually from 2007 compared to 2002 - a total of 7.5% in order to meet its share of Germany's commitment under the Kyoto Protocol. Details of the industry emissions cuts came in the draft of Germany's 'Nationaler Allokationplan' (National Allocation Plan or NAP) that German environment minister Juergen Trittin released this month. Trittin told EW that industry will save about EUD500 million a year in climate protection costs through emissions trading compared to its voluntary commitment scheme. According to the draft more than 2,300 energy and industrial plants will be registered under the national emissions trading scheme from 2005 onwards.
