Malta stood alone at the 23 October Environment Council in rejecting draft conclusions on the Basel Convention, because it refused to back calls for EU instead of only global rules on ship dismantling. The lone dissenting voice meant that the Council could not approve the conclusions and the Finnish presidency had to adopt them instead - although the remaining 23 member states all gave the text unequivocal support.
