The European Parliament's environment committee has given a strong backing to the principle of mandatory substitution of the most dangerous chemicals in its second reading vote on the future EU chemicals regime (the registration, evaluation, authorisation and restriction of chemicals - REACH) on 10 October. The MEPs on the committee sent out a message for strengthening environmental protection in the REACH legislation by voting for rapporteur Guido Sacconi's (Italian Socialist) report by a majority of 42 for, 12 against and six abstentions. If this voting pattern is repeated when the whole parliament votes on the legislation, it will be enough to achieve the qualified majority (two thirds) necessary for a bill to pass through the second reading. The Parliament has to finish its second reading by December and the vote is expected at the 14 November plenary session in Strasbourg.
