Commissioner attacks US aspirational emissions goals

European Environment Commissioner Stavros Dimas has hit out at US calls for the world to set voluntary "aspirational targets" for curbing emissions rather than binding carbon cutting goals. Speaking at the Commission-hosted conference Towards a Global Low Carbon Economy on 27 November, Mr Dimas said he disagreed with the US approach that any targets should be aspirational. He pointed out that under the original United Nations Framework Convention on Climate Change, which the US signed and ratified, parties agreed to stabilise emissions at 1990 levels by the end of the decade - so by 2000.
