Divisions over the waste hierarchy - notably whether to set a five step or a "flattened" three level version - and on incineration (if energy efficiency thresholds should be set and if so how high) look set to remain key areas for debate this year, following a general discussion at the December environment council and the 28 November vote at the European Parliament's environment committee.
