Scotland could introduce a deposit scheme for food packaging based on either the Danish or Norwegian model, if proposals tabled last week are adopted.rnThe Climate Change (Scotland) Bill, published on 5 December, provides Scottish Ministers with the powers to introduce secondary legislation governingrnwaste and recycling to achieve the goal of zero waste.rnThe bill, which should be adopted in 2009, suggests that, in order to implement "zero waste Scotland ... the introduction of deposit and return systems for drinks containers and other forms of packaging," should be envisaged. Such a scheme "would cost around £17 million (€ 19.5 million) a year," the Scottish Government estimates.
