European Summit: Irish 'no' vote cause for concern

The Irish no vote on the Lisbon Treaty was being discussed by European leaders at the European Council in Brussels as we went to press. The no vote in the Irish referendum means that not all 27 EU countries will ratify the Treaty, which is a requirement. The Treaty sets out a new balance of power, including new rules on Commissioners.
