If road transport is to be included in the EU Emissions Trading Scheme (ETS), fuel suppliers and not end-users should be the trading entity. This is one of the conclusions of a study by an expert group of the European Parliament on the future of emissions trading. The study, which was presented to the industry committee last week, looked at both the mechanisms for determining caps and allocation and the potential role of the transport sector in the EU-ETS. It then proposed a series of recommendations on how to improve the ETS system.
