Germany will not publish the Fifth Amendment to the packaging ordinance until April, because the standstill period under the EU notification procedure was extended to 31 March. The key components of the revision will still enter into force next January, independent lawyer Joachim Quoden told the Agra Informa European Packaging Waste Law conference last week. The new rules introduce a clear separation between the areas of activity of collective takeback schemes (dual systems) geared towards the collection and recovery of household packaging waste and those of "self compliance" systems set up by specific industries or by retail chains.
