Packaging industry doubts effectiveness of carbon footprint

Many in the packaging industry have criticised the recent UK suggestion that the EU packaging targets should, one day, be based on packaging's carbon footprint, saying it was "short-sighted" and couldrnhave "unintended" negative consequences (see last issue of EE&PL). The retail industry, British Glass and Alupro, on the other hand, came out in favour of it.
