Reaching a first reading agreement between the Council and European Parliament on substances that deplete the ozone layer (ODS) is one of the top priorities of the Czech Presidency, a Czech official told EE&PL on 9 February.rnDiscussions on the Commission's proposal to revise ODS rules will start next Monday (16 February) in the first trialogue between the three institutions. Two other trialogue meetings have been planned up to mid-March in a bid to reach agreement before the Parliament's vote on 24 March.rnSources close to the negotiations, however, told EE&PL it will be difficult to reach a compromise over two "sensitive" issues: the phasing out of regulated substances and the banning of exports from the EU.
