Ireland: Tyre bales to be exempted from WFD

The Irish Environmental Protection Agency (EPA) has proposed that tyre bales used to construct above ground installations should not have to meet the obligations of the EU waste framework directive (WFD) under the "end of waste" mechanism.rnThe draft position paper issued this summer sets the conditions under which tyre bales could achieve end of waste status and be considered completely and fully recycled. Specifically, the paper restricts the amount of tyres that can be used in a qualifying installation, establishes maximum time periods for onsite tyre storage prior to installation, forbids reuse of tyres in tyre bales and requires developers to demonstrate the need for the use of tyre bales and to provide for adequate drainage. The draft also says that only tyres meeting the PAS: 108 specification for producing tyre bales in construction can be exempted from waste rules.
