EU ups security of ETS

Member states will support several anti-fraud measures proposed by the European Commission in a bid to step up the security of the EU's Emissions Trading System (ETS), it was revealed last Friday. On 17 June, national experts agreed on a single carbon registry to replace the national trading centres early next year. Other measures proposed included "out-of band" confirmation of transactions, where buyers and sellers confirm transactions over two separate networks such as email and telephone. "Trusted accounts" with higher security and greater due diligence measures are also intended to strengthen the scheme. Authorities will be able to intervene more rapidly if fraudulent trade is suspected by freezing accounts and by delaying the completion of some transactions.
