Italy, which brought in a plastic bag ban from 1 January without properly informing the European Commission, has now officially notified DG Enterprise its "draft law prohibiting the marketing of non-biodegradable shopping bags". The document states that "the entry into force of the ban without the legal measures that ought to have been adopted for progressive inclusion in the regulations resulted in doubts concerning its interpretation and difficulties in its application, in particular the lack of a specific definition of the concept of biodegradability and the generic nature of the reference to the regulations cited and to the consequences of any failure to observe the ban".
