A week-long conference at the International Maritime Organisation (IMO) in London closed on 2 March with no agreement on market-based measures to deal with shipping emissions. According to delegates, this now raises the prospect of unilateral EU action as countries failed to agree on when measures should be introduced, and on their potential. Delegates also could not agree a proposal from IMO Secretary General Koji Sekimizu for a steering group to examine nine potential measures and produce an impact study.
