Since Wales introduced its tax on single use plastic bags in 2011, the sale of reusable "bags for life" has boomed in Welsh supermarkets, prompting the government to consider extending the levy to reusable bags as well. Natural Resources Minister Alun Davies proposed the new law on 24 October following concern that the increased sales could mean that low cost reusable plastic bags are being used as "throwaway bags." The reusable bag levy could come on top of the 5-10 pence that retailers already charge for the bags.
