Introducing a beverage container deposit scheme would mean many costs with few environmental benefits, Ireland's Environment Minister Phil Hogan told a conference last week, as he announced he was dropping the idea.Speaking at the Environment Ireland conference on 12 September, Phil Hogan also announced he had abandoned plans in the programme for government to introduce a packaging levy. Unlike the plastic bag levy, which England will now also impose from 2015 (see story above) the packaging charge would have been imposed on producers instead of directly on consumers. Hogan said he was dropping the idea to avoid costs to the public administration and to businesses.
