Commission consults on carbon leakage measures

The European Commission's directorate general (DG) for Climate Action has given industry and other stakeholders until 31 July to respond to a consultation on post-2020 provisions for industrial sectors that are disadvantaged against overseas competitors by having to comply with the EU's tough CO_2 emissions regime. Currently the sectors subject to so-called 'carbon leakage', including several in the packaging and food production field, have a certain number of free allowances under the EU Emissions Trading Scheme (ETS). However, these carbon leakage provisions are due to expire at the end of 2019 and the Commission is trying to come up with a regime for the post-2020 period.
