This book is the story of two innovative Pakistani institutions: the Orangi Pilot Project-Research and Training Institute and the Urban Resource Centre in Karachi. The author has been intensively involved in both and so the text has the detail and discussion that only comes from intimate insider knowledge. But it also has a perhaps surprising capacity to view the limitations of these institutions and consider the external constraints that limit their effectiveness. It also provides two chapters on the larger context in which these two institutions developed their programmes - Chapter 1 on Pakistan and Chapter 2 on Karachi.
