Unfortunately, there are people who are already working against this. But this is crucial-this is about knowing who's ready to accept the constraint, and who's not ready. Who thinks that the fight against climate change is of the utmost importance, and who thinks it's of secondary importance. If a lot of countries would accept a united stand for a minimum level of restrictions with clearly stated commitments, we would have made some progress. Even if there wouldn't be courts or judges to take disciplinary action. That's fine. It will take time, but we'll set this up gradually.
