Vessel Notification of Arrival/Departure RequirementsrnProposed rule would amend regulations under 33 CFR 160, 161, 164, and 165 to revise the notification of arrival and departure and automatic identification system (AIS) requirements for commercial vessels. The proposal would expand the applicability of notice of arrival (NOA) requirements to additional vessels; establish a separate requirement for certain vessels to submit notices of department (NOD); set forth a mandatory method for electronic submission of NOA and NOD; and revise related reporting content, time frames, and procedures. The proposal also would expand the applicability of AIS requirements, beyond vessel traffic ser-rnvice areas, to all U.S. navigable waters and require AIS carriage for additional commercial vessels.
