POZNAN, Poland-A top U.S. government official said Dec. 12 that U.S. negotiators at international climate talks here had been constructive and fulfilled their pledge not to tie the hands of President-elect Obama, whose negotiating team is expected to take a lead role in crafting a successor to the Kyoto Protocol in December 2009.rnWhile the Poland round of the U.N. climate change conference focused on the building blocks for next year's negotiations, it should be judged a success for producing a work plan that gives negotiators four meetings, and perhaps more, "that will make an agreement by the end of next year possible," James Connaughton, the U.S. administration's top environmental official, told BNA.
