European Union finance ministers March 10 held back from making a clear commitment to provide financing for international climate change mitigation and adaptation measures, despite a call from environment ministers a few days earlier for developed countries to agree to pay up to €229 billion ($292.5 billion) annually.rnIn a discussion of the European Union's position on a global agreement to replace the Kyoto Protocol, the ministers said that developing countries could not be expected to bear the full cost of the climate-related measures they would have to implement, but that wealthy countries would provide financing only for measurable, verifiable, and reportable measures in developing nations.
