Responding to a White House directive to review regulations issued at the close of the Bush administration, the Environmental Protection Agency Jan. 30 extended to April 4 the effective date of a final rule that outlines exemptions to federal spill prevention regulations.rnAmendments to the Oil Spill Prevention, Control and Countermeasure (SPCC) rule published Dec. 5 were intended to ease requirements for developing plans for preventing spills of petroleum and other types of oil, according to EPA (73 Fed. Reg. 74,236; 39 ER 2367, 11/28/08).rnThe rule amends EPA requirements for oil spill prevention, preparedness, and response to prevent oil discharges to navigable waters and adjoining shorelines, and it was originally scheduled to take effect Feb. 3.
