The National Oceanic and Atmospheric Administration released for public comment Jan. 6 a draft damage assessment and restoration plan for a November 2004 spill of crude oil in the Delaware River (74 Fed. Reg. 430).rnThe plan calls for restoring aquatic resources such as tidal wetlands and oyster reef estuaries, as well as restoring land resources through improvements to boat ramps, trails and other recreational facilities.rnThe incident occurred as the oil tanker, Athos I, was approaching a refinery in Paulsboro, N.J. It struck a submerged anchor which punctured the vessel's bottom and resulted in a discharge of 265,000 gallons of crude oil into the Delaware River and nearby estuaries, NOAA said in the announcement.
