The Environmental Protection Agency would no longer allow states to claim emissions reductions from outside nonattainment areas when they dem onstrate progress toward meeting air quality standards for ozone, under a proposed rule published in the Fed eral Register Dec. 22 (75 Fed. Reg. 80,420).rnThe proposal would overturn a prior EPA interpreta tion that allowed states to claim reductions in nitrogen oxides and volatile organic compounds-precursors to ozone formation-when demonstrating reasonable fur ther progress toward attainment of the national ambi ent air quality standards for ozone that were issued in 1997.
