A recent Environmental Protection Agency memo to regional offices recommending use of numeric limits in permits for stormwater pollutants and other changes in the stormwater program "could represent a fairly dramatic shift" in EPA policy, the head of a state regulators association told BNA Nov. 24.rnThe recommendation for numeric effluent limits in permits where feasible marks a change from EPA's emphasis on use of best management practices to control stormwater discharges from municipal separate stormwater sewer systems and small construction sites.
