The violent well blowout claimed 11 lives.rn"None of the tests produced a stable foam," according to a report that has been submitted by Chevron to the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling.rnFred H. Bartlit Jr., the commission's chief counsel, informed the seven presidential commission members by letter of the Chevron test results.rn"We have known for some time that the cement used to secure the production casing and isolate the hydrocarbon zone at the bottom of the Macondo well must have failed in some manner," Bartlit said in his letter.
