The National Oil Spill Commission released a statement today that the foam cement Halliburton used to seal BP's Macondo well was unstable and may have contributed to the Apr. 20 blowout

Fred Bartlit, the commission's chief counsel, released the report that also said both Halliburton and BP were aware of flaws in the cement as early as Mar. 8. The panel's report is at odds with statements made by Halliburton officials, under oath, that tests showed the cement mix was stable. In his letter, Bartlit wrote that tests show that "the foam cement used at Macondo was unstable. Halliburton (and perhaps BP) should have considered redesigning the foam slurry before pumping it at the Macondo well."
